ITANAGAR, Feb 16: Minister for Agriculture, Horticulture & Animal Husbandari Setong Sena kicked off the MMC Rock Concert at Jairampur, Changlang yesterday amidst huge gathering of youths.
Speaking on the occasion, Sena asked people not to hesitate in discussing HIV. We should not hesitate to talk about HIV in our family. We should be able to tell our children about High Risk Activities which may lead to HIV infections, he said.
While advising youth not to indulge in sexual activities before marriage, Sena also stressed on the need to promote use of condom so that people remain safe from HIV and other sexually transmitted disease. Highlighting the four routes of HIV transmission, Sena also said that the two routes of HIV transmission, infection through needles and syringes and infection through sexual contacts are the most common routes as per as North East is concerned.
Additional Deputy Commissioner of Jairampur Nidhi Srivastava asked people not to discriminate people living with HIV. Stay safe from HIV but do not discriminate people living with the virus, she said.
APSACS Deputy Director (IEC) Tashor Pali informed the masses about the services being provided under APSACS for effective prevention and control of HIV in the state. He also informed the youths on the routes of HIV transmission and its prevention.
Yumrin Nokpa, General Secretary of ArNP+ while continuing with campaign asked the masses to create an environment so that PLHIV are not hesitate to come overground and campaign for the cause of HIV prevention.

Ering visits Newman School, Kharsang
ITANAGAR, Feb 16: Union Minister of State for Minority Affairs, Ninong Ering visited the Christ the Light Shrine in Miao and attended the functions hosted by the Newman Educational Society in Newman School, Kharsang and Mother Theresa School, Kharsang on February 14. The Minister visited the Christ the Light Shrine in Miao and planted a tree in the campus to spread awareness on afforestation.
The Minister was then escorted to the Newman School in Neotan for the Foundation Stone Laying ceremony of Newman Educational Society Complex. The Union Minister was accompanied by Geology and Mining Minister Kamlung Mosang, who speaking on the occasion, highlighted the significant role the Newman Educational Society in the improvement of the literacy rate in East Arunachal in general and in Neotan in particular. He also declared Neotan as the first fully literate village in Arunachal Pradesh.
Ering exhorted the students to dream big and aim high.
Later, the Minister and other dignitaries attended the school building inaugural function of Mother Theresa School in Kharsang and its Annual Day function.
Speaking on the occasion, the Union Minister said, “It is only through good education and hard work that one can succeed in life”. He also said that the future of the country is heavily dependent on all us, especially the youth.

The Governor highlighted actual terrain of Himalayas which certainly could be an impediment for seeking any conflict designs.
Bringing out the importance of North East he further highlighted, how it could become a pivot in engaging South East Asia as it joins nearly eleven countries on the eastern frontier then merely one on the western coast. Pema inaugurates Losar T20 cricket tourney at Tawang
ITANAGAR, Feb 16: Minister RWD & Tourism Pema Khandu inaugurated the Losar 2013 T20 Cricket Tournament at Tawang amidst huge gathering.
Speaking on the occasion, Pema emphasized on the need to play sports by all, particularly the youths for imbibing self discipline and to keep oneself physically fit.
“To win is good; to be No 1 is even better but the best is to participate,” said Pema. He was highly inspired by participation of local youths in games and sports despite high altitude, rugged terrain and harsh climatic condition of Tawang.
Dwelling upon the sports activity in the district, Pema fondly remembered the contributions made in the field by Late Dr. Nawang Tomden’s, who unfortunately passed away in tragic helicopter accident of 19th April, 2011 at Tawang. The Minister highlighted on the recently adopted sports policy of the state and huge incentives declared by the present government under the leadership of Chief Minister Nabam Tuki for outstanding sportspersons.
While sponsoring the prize money of Rs. 1.00 lakh for the winner and Rs. 50,000 for the runners up team, the young Minister asked the Tawang DSA to select a cricket team of the district from amongst the participants of the tournament which will represent Tawang in the state level cricket tournament.
Tawang SP SN Musobi and ZPM Jambey Tsering also spoke on the occasion.
The tournament was declared open by the Minister by hitting a huge six off the bowling of the Deputy Commissioner.
The Losar 2013 Cricket Tournament is being organized by the District Sports Authority Tawang. Altogether 13 teams from various corners of Tawang are participating in it.
The inaugural match was played between Gyangkhar CC and Tawang Strikers (Army Team) in which the former defeated the latter by 21 run.
Chasing the target, Tawang Strikers could score only 166 runs from 20 over losing 7 wickets.
Captain of the winning team Nawang Thutan, who scored 98 runs and took 1 wicket, was adjudged the ‘Man of the Match’.

Attending the celebration as chief guest Rajya Sabha Member Mukut Mithi said that preservation of indigenous culture and tradition is critical for the growth of Mishmi society.
“One may embrace any faith but it doesn’t mean we should do away with our indigenous traditions and beliefs that our ancestors have followed for centuries,” he said.
Citing the case of different communities of the world, he said that even after centuries of adoption of Buddhism and Christianity, Japanese are still rooted to their indigenous Shinto faith.
Similarly, among the Indonesian community, influence of the Hindu culture can be traced in their customary belief and tradition. So the indigenous traditional faith can easily go hand in hand with any adopted religion, he said.
Further referring another case, Mithi said that Ahoms who came to Assam in 13th century are today making desperate effort to revive their ancestral language, tradition and culture; but without much success. Apprehending similar fate, he said in future Mishmi community should not be culturally relegated to such state.
The festival became another occasion after the recent successful conclusion of Mega Reh celebration for show of Mishmi unity and brotherhood. Colorful cultural dances and songs from Kaman, Tawra and Idu were presented by different cultural troupes.

A two minute silence was observed before the start of cultural events praying for the departed soul of late Sohail Krong, a popular public leader of Mishmi community. He died in a car accident near Namsai recently. Despite the celebration, the whole Tezu market closed down their shutter in respect to the departed soul.
SLMC team inspects projects in Upper Subansiri

DAPORIJO, Feb 16: State level monitoring committee officer incharge for Upper Subansiri district visited various places as a part of regular inspection of on going state and centrally sponsored schemes in the district.
The state monitoring officer along with a team of concern department inspected most of the project/ schemes in Taliha, Siyum, Dumporijo, Baririjo, Daporijo and other places of the Uppers Subansiri district.
A district level monitoring committee meeting was also convened to take stock of the physical achievements and financial status of different scheme under SPA, NEC, NLCPR and other works under different schemes in Upper Subansiri district in which the state level monitoring committee officer incharge Hage Kojeen was also present.
Meeting was chaired by District Planning Officer cum Member Secretary of District Monitoring Committee Same Timba and attended by HODs of various departments, including the officers incharge of department concerned.
Every HODs presented their report on physical achievements and financial status of different work under different scheme, through PowerPoint presentation.
Meanwhile, the state level monitoring committee officer incharge of Upper Subansiri district cum commissioner of agriculture and horticulture, Hage Kojeen asked the various executing departments to explain the obstacle and other grievances faced by them during the implementation of project so that it can be overcome in future. He, however, stressed timely completion of such project by maintaining quality.
RWD executive engineer Tabu Paktung informed that during the implementation of the project work in the initial stage, land dispute had been the major problem. Many people claim themselves as the land owner demand compensation leading to delay in starting the project work.
National level CME on Ophthalmology begins
PASIGHAT, Feb 16: Two days long CME (Continues Medical Education) on Recent Advances in Ophthalmology began at the General Hospital here today.
Organized by the Arunachal Academy of Ophthalmology in association with Association of Community Ophthalmologists of India (ACOIN), the CME is designed to provide a comprehensive update on the treatment and management of eye cares.

“Ours (Arunachal) is a Congress Government and developing fast. I wonder why Nagaland should not follow suit!” he said calling on the people to cast their votes in favour of the Congress when the state goes to polls on February 23 next.
Tuki pointed out that five out of the seven states in the North East are ruled by the Congress and reaping fruits of development with patronage of UPA government led by Congress. He said North East with its unique geographical and social pattern distinctively different from the mainland needs political unity to develop, which he asserted can be achieved only through a national party like the Congress.

Attending the festival on February 13, Union Minister of State for Minority Affairs Ninong Ering assured to fulfill the long pending demand for construction of a motorable suspension bridge over river Nao Dihing at Miao to which Finance Minister Chowna Mein too gave nod for funding. Both Ering and Mein also assured to provide fund for construction of a permanent Manau Shadung at Miao in line with Singpho Heritage Center.

Taking advantage of the Poi, the Finance Minister lambasted State Department of Tourism for not taking appropriate steps to publicise SYMP in social networking sites well in advance to impress and inform domestic as well as international tourists. He wanted to know whether Tourism Dept officers really know about Shapawng Yawng Manau Poi which has already been declared by Chief Minister in Namgo in 2012 as Tourism Festival.

What is the union government doing with Look East Policy that was adopted long back?, Chowna Mein thundered. One of the landmarks of the festival was the participation of fellow tribal communities which includes Lisu (Yobin), Adi, Galo, Nyishi, Tagin, Wancho and Apatani dance troupes. The GBs of Miao Circle and PRI members attended and added flavour to the Poi. Other landmarks were release of souvenir, calendar and cap.
The celebration on February 14 was attended by Brigadier Rajinder Singh, 25 Sector Assam Rifles Lekhapani. He enjoyed cultural show during which a memorandum demanding music, sound and lighting systems for cultural activity under Military Civic Action Program was placed and Shapawng Yawng India Souvenir was released.

BJP expresses concern over law & order
ITANAGAR, Feb 16: BJP National Council Member Wangman Lowangcha has expressed grave concern over growing drugs addiction in Lohit district which has created serious law and order problem.
According to Lowangcha, the district was in great trouble as the people, especially youths have fallen prey to opium and heroin addiction creating law and order problems.
“A person aged about 40 years was killed few days back due to over dose of drugs and one lady principal of Mahadevpur School was reportedly kidnapped and later she was released on payment of ransom,” the BJP National Council Member claimed.
“The govt. should immediately stop all those evil practices and maintain law and order problems in the district so that innocent people of the district can live peacefully,” he added.
Candlelight vigil in honour of Yudik

DAPORIJO, Feb 16: A candlelight vigil was organized at Dumporijo town to pray for eternal peace of the soul of Goto Yudik, who lost his life in the infamous Aalo incident.
More than 1000 people, including student, general public marched through the roads of Dumporijo Township covering around 5 km and later gathered at Yudik’s memorial stone site and observed one minute silence as mark of respect to the student leader.
They recalled the contribution of Yudik, who dedicated his life for the welfare of student community and the society.

DAPORIJO, Feb 16: Arunachal Vikash Prishad (AVP),Upper Subansiri Unit yesterday visited the fire victims of Sigin colony and contributed kitchen items, like bucket, plates and tumbler etc. to all the affected families.
The AVP team also provided fire safety tips to the people and precautions to be taken to avoid household fire accident. It also appealed to the people to be extra cautious while burning candle and handling fireplaces and LPG cylinders. The team also discussed with colony welfare committee to initiate some preventive measures to avoid such major fire accident in future.
The recent fire incident claimed three precious lives, burnt down 34 houses.
Meanwhile, AVP prayed to almighty for the eternal peace of the departed souls.
DNGC NSS conducts spl campaign
ITANAGAR, Feb 16: The NSS unit of DN Govt. College, Itanagar conducted two days special campaign at Khamyir village on February 15 and 16.
The volunteers repaired the link road from village to Khamyir primary school by filling up all the road with drainage system. Besides this, the volunteers also cleaned up the surrounding of the community health centre and angwadi centre of the village and disposed off all the garbage.
The programe was followed by interaction programe between the villagers and volunteers about health and hygine and other social problems.
The programe were actively participated by villagers and teachers incharge of the school aloghwith NSS volunteers.
The programe officer thanked each and every one including the villagers, volunteers and college principal for successful completion of special campaign.

Ekalavyaism to harness neglected skills & build talented resource pool

Introduction
Every human being has the right to have the opportu nity to make a better life for oneself. Unfortunately, too many children in the world today grow up without this chance because they are denied their basic right to even attend primary school. At least 1.2 billion poor people cannot read or write. This restricts their ability to carry out every day activities such as read signposts, understand medicine labels, confirm commercial transactions and avoid being cheated.
Sustainable end to world poverty as well as the path to peace and security requires that citizens of every country are empowered to make positive choices and provide for themselves and their families. Also, absence of opportunity to access education at an affordable cost withers away talents, and leads to loss of skilled human resource pool. Increasing the pool of literate people is essential to harness the poor, underprivileged and neglected masses; and to attain inclusive growth.
In this backdrop, it will be not out of place to cite the story of Ekalavya narrated in the great Indian epic Mahabharata.
Legend of Ekalavya
Ekalavya was from humble origin but bright, enthusiastic and brave. He had great desire for learning the art of archery from Dronacharya, who was the teacher of the Pandava and Kaurava princes of the royal family of Hastinapur.
Ekalavya approached Dronacharya but the great teacher declined to accept him as disciple because he belonged to lower caste. Being refused by Dronacharya, Ekalavya returned home disappointed and sad; and he became more strongly determined to learn archery.
Ekalavya installed a clay idol of Dronacharya near his house and worshipped as his
teacher. Every day in the morning, evening and at night, he prayed before the idol
of Dronacharya and with relentless diligence he took self-
As it so happened, on one pleasant and peaceful afternoon Dronacharya and his favourite disciple, the third Pandava prince, Arjuna, were walking near the hut of Ekalavya. The tranquility and silence was broken by constant barking of a dog. Ekalavya did not like the dog barking as it disturbed the concentration on his practice of archery. Before the dog could stop barking or move elsewhere, Ekalavya fired seven arrows in rapid succession to fill the dog’s mouth without injuring it.
Dronacharya and Arjuna were amazed to see the dog with its mouth sealed with arrows. They decided to trace the exceptionally skillful archer and reached the spot where Ekalavya was practicing with his bow and arrow in front of the clay idol of Dronacharya. It took no time for Dronacharya to understand and realise that Ekalavya was highly talented and superior to Arjuna, who was considered as the best archer on earth. Also, Arjuna feared that Ekalavya could eclipse him in skill with the bow and arrow.

not been enough to provide access for all. As per recent estimate around 12% of the
relevant age group in India is enrolling in higher education. This indicates the
need for further expansion of higher education system as the world average is 16%
and the average percentage in developed countries is 45%.Furthermore, to achieve
the targeted economic growth, the major constraint is the availability of skilled
manpower. The shortage in India of skilled workforce is not only in high-
In this context, distance education is a vehicle that could be meaningfully used in India to harness the talent of human resources that is presently neglected on account of inaccessibility to education by a significant population who are residing in remote places and cannot afford the present cost of education. Over the years, distance learning has emerged as an accepted and powerful education process in India.
Distance learning medium facilitates to strengthen and sharpen the skills of those who do not have opportunity to blossom and gradually fade away. It also assists to enrich the pool of national human resources by spreading general, vocational and professional literacy among the neglected masses and untie the unholy alliance of illiteracy and poverty. Save Nyishi dialect

It has become a kind of fashion for the Nyishi youngsters to say “I can’t speak in Nyishi dialect”. I am pretty sure when it comes to percentage of new generations who can’t speak in their own dialect/language, Nyishi will top the list. It is disturbing how majority of new Nyishi generation can’t speak in their own dialect, not to mention understanding and carrying on the age old culture and tradition. However, in other communities like Apatani, Adi, Galo etc., almost everybody, if not all, could speak their own language/dialect. So where did we went wrong? The answer is simple, at home itself. Nyishi parents, unlike their counterparts from any other community, speaks to their kids in Hindi instead of Nyishi for the reasons best known to them, educated and uneducated alike. The result is simple, new generation of Nyishi who can’t speak Nyishi. This practice, if lasts for few more decades, no doubt, will end up corroding our identity. Other languages like Hindi or English could be learned at schools and colleges, but not our mother tongue.
The parents must take this vital responsibility of teaching the young ones their mother tongue and teach them to value their culture and tradition. Nyishi community based organizations like ANSU, ANYA, NES etc. must also take the lead to create awareness among the community members by some kind of campaign or something.

made to keep. In today’s world promises are all empty that at best only sounds much.
The fake announcement made by the govt to honour the toppers of class X and XII CBSE
board exam with laptops is one such promise. As a matter of fact it has been decided
that the toppers of the said exams would now be awarded with only rupees ten thousands
each. This begets a suspicion on the good will of both the govt policy makers and
the implementing agency since a handsome laptop costs not less than Rs.30000/-

Some fire safety tips
Dear Editor,
Through your esteem want to share few things regarding frequent fire incident. Dear one and all, when a house goes up in flames, it takes away everything including food, cloths, utensils, documents, certificates, articles, and host of other things. I am convinced that fire safety measures normally prescribed for, are not suitable for Arunachalee traditional houses. The textbook tips must be adapted to our local situation.
Here are some suggestions: DO NOT Construct houses too close to each other. DO NOT line up the houses on a hill. Giant flames can lit up houses from 150 or more foot up the hill. DO NOT use long logs for burning. They bring the fire from fire place on to the floor. DO USE METAL SHEETS for your kitchen. At least cover the area directly above the fire place with metal or aluminium roofing sheets. You can do it. DO KEEP ALL INFLAMMABLE things out of the reach of children. REMEMBER this: Fire prevention is the only remedy for our traditional Arunachal houses. Once a house catches fire, it becomes near impossible to fire fight. The wood, the bamboo, the thatched leaves crackle and go off into flames in few minutes! It is time to act responsibly. While we cannot control all fire accidents, most are preventable!

Encroachment menace has to be check
Land encroachment has become serious concern for the people of Arunachal Pradesh. Today every part of state be it capital complex, district headquarters and even interior villages are facing massive problem of government land being encroached by the citizens. As per the record 2296 cases of government land encroachment including quarters and office premises has been reported from various parts of capital complex. The record obtain from sources tells that sectors areas have been encroached in big way.
The state government for years had failed to stop this trend of government land being encroached by various persons. The law enforcing agencies has not been given enough power to deal strongly with the encroachers. In capital complex apart from various sector areas, large part of forest area including area nearby Itanagar Zoological Park has been encroached. However the concern authorities have completely failed to act against them. Such kind of action encourages them and it is time state government come down harder on these people.
